Kasar argued that using heavily armed military escorts to transport specific communities through Imphal creates a dangerous illusion of stability rather than genuine reconciliation.

Highlighting the severe ground realities, the committee pointed out that vital lifelines like National Highways 2 and 37 remain completely blocked and unsafe for ordinary Meitei and Naga citizens, proving that a sustainable peace framework is still far from being achieved.
