The Bharatiya Janata Party (BJP) has issued a ‘three-line whip’ to all its Lok Sabha MPs, mandating their presence in the House on Friday, March 21, for the passing of the budget. The second phase of the Parliament’s Budget Session, which began on March 10, is set to continue until April 4.

Frequent Adjournments in Lok Sabha & Rajya Sabha

Both Lok Sabha and Rajya Sabha witnessed multiple disruptions on Thursday, as opposition parties, led by the DMK, protested against the Centre’s proposed delimitation exercise.

  • In the Lok Sabha, the proceedings were repeatedly adjourned—first till 12 noon, then 2 pm, and ultimately for the entire day.
  • The Rajya Sabha followed a similar pattern, with adjournments at 12 noon, 12:15 pm, 2 pm, and then for the day.

Speaker’s Warning on House Decorum

During the disruptions, Lok Sabha Speaker Om Birla stressed the importance of maintaining decorum and adhering to parliamentary rules.

  • He strongly disapproved of MPs wearing T-shirts inside the House.
  • Referring to Rule 349 of the Rules of Procedure and Conduct of Business, he reminded members about upholding the dignity of the House.
  • He also criticized certain MPs for inappropriate behavior, warning that such actions would not be tolerated.
