His formative years were spent at The Hyderabad Public School, where he excelled not just in classrooms but on the cricket field, eventually representing Hyderabad in age-group cricket and touring with the U-19 team.

An alumnus of Nizam College and Osmania University, where he secured a gold medal in his Master’s in Economics, Anand’s path to the civil services was driven by a desire to contribute meaningfully to society. Cracking the UPSC examination in his very first attempt at the age of 22, he chose the Indian Police Service to serve his home state, embarking on a career that would soon become legendary.

Anand’s career is a study in versatility. The first nine years of his service were defined by bravery in Naxal-affected districts, where he led combing operations and broke the insurgent supply chains.

Transitioning from the heat of the field to the complexities of urban policing, he became a pioneer of “tech-driven” law enforcement. During his tenure as Additional Commissioner of Police (Traffic) in Hyderabad, he revolutionized the city’s traffic management by introducing the e-challan system, automated signaling, and stricter drunk-driving enforcement—measures that set the standard for cities across India. Later, as Commissioner of Cyberabad, he launched the iconic SHE Teams and SHE Shuttles, fundamentally changing the landscape of women’s safety in the IT corridor.

His most significant contribution perhaps lies in his ability to institutionalize change. During his two stints as Commissioner of Hyderabad City Police, he cracked down on corruption with an iron fist, dismissing dozens of non-performing or corrupt officers to cleanse the department.

He also founded the Hyderabad Narcotics Enforcement Wing (H-NEW), a specialized unit that proved so successful in combating the drug menace that it became the blueprint for the state-wide Telangana Narcotics Bureau (T-NAB). His work in anti-narcotics even earned international acclaim, winning the first prize at the World Police Summit.
